(2) Se\u00f1ales planas: cobrar por tonelada no distingue congesti\u00f3n, huella ambiental ni eficiencia; castiga. (3) Doble capa: ya hay c\u00e1nones y tasas; sumar otro impuesto puede tensionar contratos e inversi\u00f3n.<\/p>\n<p style=\"text-align: justify;\">Tres propuestas: (a) Compensaci\u00f3n variable seg\u00fan desempe\u00f1o y externalidades (productividad, emisiones). (b) Fondo territorial con reglas e incentivos para proyectos en movilidad, salud y formaci\u00f3n log\u00edstica.
