{"id":213,"date":"2019-12-12T18:00:44","date_gmt":"2019-12-12T18:00:44","guid":{"rendered":"https:\/\/www.revistalogistec.com\/index.php\/2019\/12\/12\/logistica-urbana\/"},"modified":"2019-12-12T18:00:44","modified_gmt":"2019-12-12T18:00:44","slug":"logistica-urbana","status":"publish","type":"post","link":"https:\/\/www.revistalogistec.com\/index.php\/2019\/12\/12\/logistica-urbana\/","title":{"rendered":"LOG\u00cdSTICA URBANA"},"content":{"rendered":"<p style=\"text-align: justify;\">Las preocupaciones sobre el impacto ambiental que produce el transporte urbano de mercanc\u00edas est\u00e1n creciendo junto con la densidad de poblaci\u00f3n y la congesti\u00f3n vehicular.<\/p>\n<p style=\"text-align: justify;\">Afortunadamente, la conciencia de la necesidad de un desarrollo urbano sostenible tambi\u00e9n se encuentra en aumento, as\u00ed, y la coordinaci\u00f3n del tr\u00e1fico y la log\u00edstica est\u00e1 recibiendo mayor atenci\u00f3n.<\/p>\n<p style=\"text-align: justify;\">Sin embargo, es urgente contar con sistemas de transporte de carga m\u00e1s eficientes y efectivos, que no s\u00f3lo aborden los costos, sino que tambi\u00e9n aborden cuestiones ambientales como el ruido, la contaminaci\u00f3n del aire, las vibraciones y la intrusi\u00f3n visual.<\/p>\n<p style=\"text-align: justify;\">Estos desaf\u00edos se pueden abordar utilizando el concepto de Log\u00edstica Urbana. La log\u00edstica urbana se puede definir como \u201cel proceso para optimizar totalmente la log\u00edstica y las actividades de transporte por parte de empresas privadas con el apoyo de sistemas de informaci\u00f3n avanzados (aplicaciones tecnol\u00f3gicas para optimizar las entregas de \u00faltima milla) en \u00e1reas urbanas considerando el entorno del tr\u00e1fico, su congesti\u00f3n, seguridad y ahorro de energ\u00eda en el marco de una econom\u00eda de mercado.\u201d<\/p>\n<p style=\"text-align: justify;\">En Latinoam\u00e9rica, es hora de crear visiones reales para la log\u00edstica en nuestras ciudades. Podemos comenzar estableciendo tres objetivos: movilidad (componente central para garantizar un flujo de tr\u00e1fico fluido y confiable, incluido el tr\u00e1fico de mercanc\u00edas), sostenibilidad (necesaria para hacer que las ciudades sean m\u00e1s respetuosas con el medio ambiente) y habitabilidad (elemento esencial que ha ganado, cada vez, m\u00e1s importancia a medida que aumenta la densidad poblacional en las ciudades).<\/p>\n<p style=\"text-align: justify;\">Para alcanzar estos objetivos, es indispensable incluir en el planeamiento urban\u00edstico a la log\u00edstica de \u00faltima milla, que en instancia ulterior, involucra a distribuidores, transportistas, tiendas y consumidores, una configuraci\u00f3n que se vuelve m\u00e1s compleja por las visiones que a menudo var\u00edan entre estos actores. En pocas palabras: tienen diferentes intereses y objetivos.<\/p>\n<p style=\"text-align: justify;\">La log\u00edstica m\u00e1s eficiente para las ciudades, por supuesto, va a requerir cierta regulaci\u00f3n del sector y una buena aplicaci\u00f3n en las \u00e1reas urbanas para garantizar un flujo de tr\u00e1fico sin problemas y un mejor entorno para todos.<\/p>\n<p style=\"text-align: justify;\">NIVELES DE LA LOG\u00cdSTICA URBANA<\/p>\n<p style=\"text-align: justify;\">NIVEL MACRO: Log\u00edstica de Ciudad: La log\u00edstica es un sistema en el contexto urbano, i.e. pol\u00edticas, actores, normas, recursos, desempe\u00f1o. Intervienen, Gobierno Central, Alcald\u00edas, Ministerios, C\u00e1maras Empresariales, Universidades.<\/p>\n<p style=\"text-align: justify;\">NIVEL MESO: Distribuci\u00f3n de Bienes Urbanos: Dise\u00f1o de red, servicios log\u00edsticos y alternativas de infraestructura. Intervienen: Ministerios, Alcald\u00eda, Empresa privada.<\/p>\n<p style=\"text-align: justify;\">NIVEL MICRO: \u00daltima Milla: Operaciones log\u00edsticas y optimizaci\u00f3n. Distancia, el tiempo, los costos o la cantidad de veh\u00edculos. Intervienen. Centros de distribuci\u00f3n, Transporte, Tienda, Cliente.<\/p>\n<p style=\"text-align: justify;\">POL\u00cdTICAS EN MATERIA DE LOG\u00cdSTICA URBANA: A continuaci\u00f3n se presentan algunas de las pol\u00edticas establecidas a nivel mundial en materia de log\u00edstica urbana.<\/p>\n<p style=\"text-align: justify;\">INCENTIVOS para empresas que demuestren reducci\u00f3n de contaminaci\u00f3n (huella de carbono e h\u00eddrica) en sus operaciones<\/p>\n<p style=\"text-align: justify;\">REGULACIONES: Horarios de entrega o ventanas de abastecimiento de mercanc\u00eda en zonas congestionadas fuera de hora pico.
